Dr. Brian Miller, a practicing hospitalist and Associate Professor of Medicine at the Johns Hopkins University School of Medicine, and a Nonresident Fellow at the American Enterprise Institute, has been named to the North Carolina State Health Plan Board of Trustees, State Treasurer Brad Briner announced today.
Dr. Miller also serves as an Adjunct Associate Professor at the UNC Kenan-Flagler Business School, where he has taught an MBA course on health insurance for almost a decade.
“We are excited that Dr. Miller has agreed to join the board and work with us as we tackle some monumental challenges with the State Health Plan. Those include a deficit and looming insolvency, as pharmaceutical, hospital and other costs accelerate in the ever-changing, complex landscape of health care coverage,” Treasurer Briner said. “His distinguished career and volume of accomplishments speak highly of his commitment to pragmatic problem-solving and his compassion for those in need of medical services and attention.”
The plan currently projects over a $500 million shortfall in 2026, even with record appropriations from the North Carolina General Assembly.
Board of Trustees members “are required to carry out their duties and responsibilities as fiduciaries for the Plan” pursuant to state statutes. As fiduciaries, they are legally bound to represent the interests of those they represent, and not their own benefits.
Among board duties are approving benefit programs, premium rates, co-pays, deductibles, coinsurance percentages and maximums for the State Health Plan, and contracts in excess of $3 million. Members develop a strategic plan and submit a report to the General Assembly, and consult with the state treasurer.
The Board comprises 10 members whose terms are for two years. The State Treasurer and the Director of the Office of State Budget and Management serve as ex-officio members. Eight members are appointed — two each by the treasurer and governor, and two each by the Speaker of the House of Representatives and the Senate President Pro Tempore.
An Associate Professor of Medicine at the John Hopkins University School of Medicine, in 2023, Dr. Miller was appointed a Commissioner on the Medicare Payment Advisory Commission, an advisory body to Congress for the $1 trillion Medicare program. He runs a multi-disciplinary, 20-person research group that analyzes market-driven solutions in health policy. Research by his team has been published in The New England Journal of Medicine, JAMA, Tobacco Control, and Health Affairs Forefront, among other venues. He has broad regulatory experience, having served at the U.S. Food and Drug Administration, the Centers for Medicare & Medicaid Services, the Federal Communications Commission, and the Federal Trade Commission. He serves as an advisor to members of Congress and other elected officials, and lives in Washington, D.C.
